Narrative description of project:

The Government of Uganda through Uganda Investment Authority has proposed a change of land use using appropriate means including degazettement of part of Pian-Upe Wildlife Reserve (WR) in south Karamoja to convert it into an agricultural and agro-industrial complex. A scoping exercise that has been funded by Uganda Investment Authority, was commissioned, and supervised by Uganda Wildlife Authority. The project prepares for an environmental impact study for the proposed change of land use.

 

Description of services provided by your staff:

The scoping project comprised the following activities: a reconnaissance visit, urban-based stakeholder interviews, a desk study of available literature and information, a field phase and finally reporting. The field phase involved walk-through observations for the botanist and zoologist, while semi-structured questionnaires, personal interviews of key stakeholders, focus-group discussions and voluntary input from the public was used in soliciting stakeholder views about the proposition. The primary principle in the whole scoping exercise was free and adequate participation and involvement of stakeholders, while putting into perspective all the important environmental, ecological and socio-economic factors of the area and the proposed project. Finally, the terms of reference for an environmental impact study for the proposed degazettement of part of Pian-Upe WR were set up.
